Businesses engaged in manufacture, distribution (import/export), repacking, marketing or retail of processed foods, food supplements, drugs, cosmetics, medical devices or hazardous substances/chemicals are required to secure a License to Operate (LTO) from the Philippine Food and Drug Administration (FDA) formerly the Bureau of Food and Drugs (BFAD). And products classified in any of the aforementioned product categories must secure a Certificate of Product Registration issued by the Philippine FDA. However, Certificates of Product Registration are not stand-alone certificates. CPR's are filed and issued under a duly registered License to Operate. Thus, a company or proprietor who plans to engage in marketing food, drug, cosmetic, medical device or hazardous substance must first secure a License to Operate, before being able to apply for Certificates of Product Registration for the products they are planning to manufacture or market locally or internationally. |
